Frank is an accomplished construction executive with over 25 years in the construction industry specializing in cost management, estimating, design management, and procurement focusing on the commercial management of construction projects. He is a Certified Engineering Technologist with OACETT and holds his Gold Seal Certification with the Canadian Construction Association, as well is Construction Estimator Certified with Canadian Institute of Quantity Surveyors. Frank excels in many areas particularly conceptual estimating, budgeting, risk management, forecasting, financial modelling, procurement strategy, value engineering, target value design and relationship management.Frank has extensive experience and understanding of multiple contract delivery models including Construction Management, Design-Build, IPD, Stipulated Sum, and Design-Build-Finance AFP (P3) models. Frank joins Corebuild with diverse experience from many sectors in ICI and Civil Construction including mass transit, water / wastewater, retail, health care, mixed-use, industrial, educational, residential, and affordable housing which include projects of high value that are LEED certified.  As Vice President of Pre-Construction, Frank works alongside the estimating, pursuits, and procurement processes from preconstruction through to mobilization of the project team to site.  Frank is a decisive, dynamic and highly motivated leader with a ‘get it done’ mentality. He excels in high pressure environments and actively seeks new and creative ways to overcome obstacles. An excellent collaborator and communicator who is focused on long standing relationships with clients, designers, team members, and subcontractors.
